When we receive the # A16RGBML tire/wheel combo, the tire is mounted on the rim but not balanced. We don't balance them because we don't have the equipment here to do so, and because it's not as crucial that trailer wheels/tires be balanced as it is for a passenger vehicle. This is because towed trailers don't have steer or drive axles. If you wished to have them balanced, you could certainly have it done locally but it's not an absolute necessity.
